EPFMC serves a community that encompasses downtown and South Los Angeles, Koreatown, Westlake, Leimert Park, Jefferson Park, Crenshaw, and Mid-City. We are located in both State Assembly and Senate districts identified as having the highest levels of non-elderly uninsured (Assembly 46th – 34% uninsured; Senate 22nd – 33% uninsured [UCLA Center for Health Policy Research, 2009]).

The People We Serve
The majority of our low-income patients live and work in neighborhoods characterized by high population density, crime, sparse commercial services, high rates of unemployment, and low levels of education. Also significant is the presence of a large immigrant population coping with linguistic isolation, social disruption, and ethnic stereotyping. According to the 2000 U.S. Census, our client base is younger, less educated, and poorer than residents of any other area in Los Angeles.
More than 60 percent of the neighborhoods we serve have been designated by the federal government as Medically Underserved Areas (MUAs), with areas closest to our facility on Olive Street 100 percent MUA. Large parts of our service community are also considered Health Professional Shortage Areas (HPSAs).
Our Patients’ Demographics
During 2010, we served 26,211 patients during 110,577 visits. A breakdown of some of our patients’ characteristics follows:

Race/Ethnicity
Analysis found that 38.87 percent (10,189) of our patients are best served in a language other than English. The racial or ethnic breakdown of our patients was:
- 1.09% Asian/Pacific Islander
- 7.50% African-American
- 1.35% White
- 88.28% Hispanic/Latino
- 1.79% Other
Income
Of those reporting, income as a percent of FPL (Federal Poverty Level), the breakdown was:
- 100% and below: 89.92%
- 101-150%: 8.45%
- 151-200%: .86%
- Over 200% .77%
Overall, the percentage of patients with incomes at 150% or below FPL was 98.37.
Insurance
Most of our patients received Medi-Cal and had no third-party insurance (totals for all ages):
